The National Consumer Telecom & Utilities Exchange (NCTUE) is a specialty consumer reporting agency. Unlike the main credit bureaus that track credit cards and bank loans, the NCTUE focuses on how people pay their everyday service bills. It operates as a member-owned exchange managed by Equifax, which acts as its official database manager and technology provider. The NCTUE Report is often referred to as a utility history report.

The main product sold through the exchange is the NCTUE Report. This report collects specific information from service accounts. It tracks payment histories for monthly bills, including on-time payments, late payments, and historical account balances. It also includes negative data such as unpaid closed accounts (UCAs), write-offs, and returned checks, as well as application information such as new service requests, connected addresses, and potential warning signs like duplicate Social Security numbers.

The primary buyers of NCTUE reports are member companies within the services and utility sectors that participate in the exchange. Common customers include electric, gas, water, and waste management companies; cell phone and landline providers; pay TV and cable operators; high-speed internet providers; and home security companies. Under the exchange rules, companies must share their own customer payment data to buy and view data contributed by other members.

Companies buy these utility history reports to make safer decisions when onboarding new customers. When a consumer applies to turn on electricity, set up internet service, or start a new phone plan, the provider checks the NCTUE report to see if the applicant owes money to past utility or telecom providers. This information helps companies determine whether to accept the application, require a security deposit, or waive a deposit for applicants who show a solid track record of paying utility bills on time.

In addition to standard reports, Equifax and NCTUE offer industry-specific risk scoring products (such as the NCTUE Plus Risk Score). These utility scoring models analyze a consumer’s payment patterns across utility and telecommunication accounts to predict the likelihood of default or non-payment. These custom scores allow service providers to automate their risk assessments, set appropriate deposit amounts, and flag potential fraud during the application process.

The company that provided the incorrect information must correct the error, and notify every consumer reporting company to whom it provided the inaccurate information.
